Quick answer

How do I print a passport photo in Singapore?

Make a printable 4R (4 × 6 inch) sheet of 35 × 45 mm photos with an online maker such as idPhotoDIY, then print it at actual size on matte or semi-matte paper, at a photo shop such as FotoHub, a photo kiosk or at home. Cut out the photos and check each measures 35 × 45 mm.

To print passport photos, you need a photo sheet: a 4R (4 × 6 inch) image with several 35 × 45 mm photos on it, ready to cut out. Online photo makers create the sheet from your photo. You then print it at actual size on matte or semi-matte paper, at a photo shop or kiosk or at home, and cut along the guides.

When you need a printed photo

Most ICA applications are online and take a digital photo of 400 × 514 pixels, not a print. Our free photo cropper makes that file. You need a printed photo for:

  • A passport application on paper overseas. Form IMM(E)11(OS), handed in at a Singapore Overseas Mission, has a box where you paste your photo.
  • Driving licence services. The Traffic Police ask for a coloured passport-size photo when you convert a foreign licence, and drivers aged 65 and above renewing some licence classes need one too. See the driving licence photo guide.
  • Some visa applications and other paper forms. Check each form for the size it asks for: for example, a US visa photo is 2 × 2 inches and a China visa photo is 33 × 48 mm. See all visa photo sizes.

ICA rules for printed photos

The photo must be in colour, sharp and clear, 35 mm wide by 45 mm high without a border, and taken within the last 3 months. It must have a plain white background (light grey if your hair is white), with your face measuring 25 to 35 mm from chin to crown. ICA says a printed photo for hardcopy submission must be on a matte or semi-matte finish (non-reflective). Singapore missions also ask for high-quality paper printed at high resolution, with no ink marks or creases.

Step 1: Make a printable photo sheet

Start with a photo taken against a real white wall. Upload it to an online photo maker, choose the Singapore passport size (35 × 45 mm), and download the 4R print sheet. All three makers below also give you a single digital photo for online applications.

Do not let the maker replace your background for ICA

Some photo makers can remove or "fix" the background automatically. ICA does not accept photos that have been altered or enhanced, including a replaced background, so for a passport, NRIC or other ICA photo, use the photo exactly as you took it against a white wall. Background tools are fine for photos that allow them, such as some student cards: see how to change a photo background to white.

A 4R sheet (about 102 × 152 mm) with six 35 × 45 mm photos. Print it at actual size, then cut along the dashed lines.

How to print a passport photo in Singapore

  1. Take the photo against a white wall. Have someone photograph you against a plain white wall in even light. See how to take a white background photo.
  2. Make a 4R photo sheet. Upload the photo to an online maker such as idPhotoDIY, choose the Singapore passport size (35 × 45 mm) and download the 4R print sheet. For ICA, do not use automatic background replacement.
  3. Print it at actual size on matte paper. Print the sheet as a 4R (4 × 6 in) print on matte or semi-matte paper, at a photo shop or kiosk or on your own printer, with no cropping, fitting or borders.
  4. Measure one photo. Each photo must be 35 mm wide and 45 mm high, with your face 25 to 35 mm from chin to crown. If it is not, the sheet was scaled: print it again at 100%.
  5. Cut along the guides. Use a paper trimmer, or a craft knife and a steel ruler, to cut each photo with no white border. Keep the photos flat and free of creases and ink marks.

Step 2: Print at a photo shop or kiosk in Singapore

Take your sheet on your phone or a USB drive, or upload it where the shop allows. Ask for a 4R print on matte, semi-matte or lustre paper, printed without cropping or borders. Choose a shop below to see it on the map.

Photo booths

Photo booths, such as Photo-Me, take your photo and print about 4 passport-size photos for roughly S$8 to S$12. They cannot print a photo sheet you made yourself.

Step 2: Or print at home on a colour printer

You need a colour inkjet printer that can print photos, matte or semi-matte inkjet photo paper in 4R (4 × 6 in) or A4, and a paper trimmer or a craft knife and steel ruler.

  1. Open the sheet in a print dialog that lets you set the size, such as your printer's app or the Windows or Mac print window. Phone galleries often crop photos to fit.
  2. Set the paper size to 4 × 6 in (10 × 15 cm), or to A4 if you are printing on A4 paper.
  3. Set the paper type to matte photo paper, or the closest matte or semi-matte option, and the quality to the highest setting.
  4. Print at 100% or "actual size". Turn off "fit to page", "fill", "scale to fit" and borderless printing, which usually enlarges the image slightly so it runs off the edges.
  5. Test on plain paper first. Measure one photo with a ruler: it must be exactly 35 mm wide and 45 mm high. If it is not, check the scaling settings again before you use photo paper.
  6. Let the ink dry fully, then cut each photo along the guides with no white border. Hold the photos by the edges so you do not leave marks.

Sharp enough to print

A 4R sheet printed at 300 dpi is 1200 × 1800 pixels. If your sheet file is much smaller, it may print soft. Compact photo printers, such as those sold at Harvey Norman, often use postcard-size paper (100 × 148 mm) that is slightly smaller than 4R, so measure the printed photo and adjust the scaling if it comes out under 35 × 45 mm.
